The default game only came with them for the 16 player sizes, and not even all the maps. There is no way to open more map sizes without using a mod that utilizes these navmeshes created for the larger area maps. If playing singleplayer you can edit the AI files within the game folders to set the bot counts. Battlefield 2/mods/bf2/AI Open up the AI default file using notepad.

Edit the settings in there and save changes (if it won't save then you need to right click go to properties and uncheck 'read only' and then you can save changes). If playing Co-op you'll have to edit the server settings of the host computer in your MyDocuments/Battlefield 2/Profiles/(account number).

The above instructions are for the boxed copy of BF2. I don't know if the Steam version is different.
