Plus you could have an overall arc based on specific events of the 17th century. Perhaps the Gunpowder Plot was an attempt to prevent Princess Elizabeth who happens to be a witch from taking the Catholic head of state. Perhaps there was something more to the Williamite War. Was it simply about Kings and religion or did it have a more sinister meaning?

This echoing familiar activity in Transylvania decades prior when Stephen Bocskay fought against Catholic forces and was eventually assassinated. Hell, even the Salem Witch trials occurred in the 17th century so you could use those but personally I think a European setting might be better. Being the 17th century you could really go with the Catholic church vs. Protestant church and have one secretly using/supporting witches while the other hunts them. Or they might be competing with one another to eliminate them. Many angles to choose.

A dark game where the players will be witch hunters working for the Crown (or maybe the Pope?). I want a bit of Solomon Kane feel and am planning on having some Call of Cthulhu stuff in the mix also. Okay, so this may or may not actually be helpful for you, but this concept sounds a lot like the Kreuzritter supplement for 7th Sea. 7th Sea is set in kind of a parallel Europe during the 17th Century where the politics and history have been watered down and simplified. Also, there's magic. Die Kreuzritter were originally the Pope's personal guard and the enforcers of the Church, until they were declared heretical and disbanded. They don't exist any more, so of course there's no reason for a full splatbook to have been written about them, right?

Read up on your 30 years war history. Taking place in the early-mid 1600s there is a LOT going on. Ironically, if you want to meet some of the players the 1632 fiction/alt-universe series isn't bad. You get to see a lot of the movers and shakers in the universe.
